Justice System Programme (JSP) has been supporting the justice sector in Timor-Leste in collaboration with the government, civil society and development partners for more than a decade. Building on the JSP’s concerted efforts to date, JSP Phase IV (2014-2019) aims to consolidate further the rule of law in Timor-Leste by strengthening the institutional capacity and improving access to justice of the vulnerable. The capacity development support focuses on the quality legal education for professionals through the Legal & Judicial Training Centre (LJTC) and reform of the state-owned legal aid system. Continuing the Mobile Justice and the new establishment of legal aid clinics are expected to reinforce access to justice for women and disadvantaged people in rural areas of Timor-Leste.  

The Anti-Corruption project aims to strengthen anti-corruption, integrity, transparency, and accountability at the national and municipal levels and raise awareness among citizens in Timor-Leste. First, the project focuses on finalizing the development of overarching policy guidelines on anti-corruption, accompanied with capacity development initiatives for civil servants of the national and municipal administrative offices. Second, soft mechanisms for enhancing public sector integrity will be developed and distributed to the public and private sector stakeholders. Third, greater civic engagement will be facilitated through increased access to information and youth training initiative. With this comprehensive and multi-stakeholder approach to address corruption, the project envisions, in the longer-term, robust, transparent, and accountable government institutions and empowered citizens who can hold them accountable.


Duties and Responsibilities

The intern will work under the direct supervision of the Project Manager and in close collaboration with all Project’s team. The selected person will support the Project team on communication and research as follows:

Work closely with the Project Team to conduct desk research for literature reviews on Access to Justice and Anti-Corruption;

Produce quality information materials of the project activities for different audiences (quarterly newsletters, social media updates, factsheets, project success stories and JSP Phase IV knowledge products);

Support in monitoring and evaluation of Justice System Programme and Anti-Corruption activities;

Design and support the preparation of project reports;

Take pictures and videos of workshops and other project activities to inform progress of the project to donors and counterparts;

Translate documents written in Portuguese to English;

Conduct other duties as requested by Project Manager and the Project Team

  • Ability to manage workload individually and collaborate with a wide range of colleagues while meeting deadlines;
  • Excellent interpersonal skills: being able to listen and collaborate with a wide range of players, being able to work independently, being pro-active and taking initiative;
  • Creative skills to develop communication visuals;
  • Computer proficiency: MS Office and Social Media.

Required Skills and Experience


Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

(a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher); in the fields such as: Law, Human Rights, Communications or related field;(b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent); in the fields such as: Law, Human Rights, Communications or related field(c) Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation. 


  • Fluent in English and Portuguese with excellent writing skills
